What happened

An unattended loop started with approved risk limits should be able to deploy a controller bot when Condor's risk callback accepts the request. I ran PMM Mister twice with a $5 drawdown cap under a $200 position limit, and both configs saved but Codex Guardian rejected manage_bots(action="deploy") before any bot started. The provider review is overriding the permission outcome Condor prepared for the unattended loop.

Steps to reproduce

1. Start Condor 0.1.0 from main with uv run python main.py, an isolated or unfunded Hummingbot API test account, server local, and active_agent_key: codex.
2. From the dashboard, start pmm_mister_operator in loop mode with total_amount_quote: 100, max_position_size_quote: 200, and trading context binance sol-fdusd; allow it to prepare a controller and request manage_bots(action="deploy") with max_global_drawdown_quote: 5.
3. Observe that the config is saved but Guardian marks the deploy failed, no bot appears in manage_bots(action="status"), and the loop records HOLD with zero executors and exposure.

Condor 0.1.0 (main @ 6008bcfd), source checkout, Python 3.12 via uv, active model provider codex, Hummingbot API server local
