Use cooldown.NewPolicy to apply package-pattern overrides and remove the local internal/cooldownpolicy package. Keep the existing configuration format, exact-PURL normalization, startup validation, and handler integration coverage.

Uses cooldown v0.3.0, which includes git-pkgs/cooldown#13.

Approving. cooldown.NewPolicy in v0.3.0 matches the removed package line for line, and cooldown.go is unchanged since v0.2.0. Builds and passes on current main. The tests moved over apart from TestPolicyConcurrentReads, which might be worth adding to the cooldown repo.
