Summary

BEAM already supports basic System.Diagnostics.Stopwatch operations, but ElapsedTicks was ten times the unit declared by Frequency and GetTimestamp. This fixes that unit mismatch while retaining Elapsed as TimeSpan ticks.

It also adds Restart, both GetElapsedTime overloads, and IsHighResolution. The F# regressions compare tick and elapsed-time units and exercise the missing members on .NET and generated BEAM.

BEAM counterpart to #5100.
