OpenBSD and OpenHarmony are in the portable RID graph but were missing from the hand-maintained package RID lists: - coreclr lineups (ILDAsm, TestHost, ILAsm) only produce a RID-specific package and runtime.json entry for the target RID when its OS family is in SupportedPackageOSGroups. - Installer lineups (DotNetAppHost, Cdac.Transport) advertise community RIDs through UnofficialBuildRID, which lacked openbsd-arm64, loongarch64 and openharmony. Also switch netcoreappRIDs.props to single-line items with Platform as an attribute (as in ILCompilerRIDs.props), which fixes freebsd-arm64 defaulting to Platform=x64.
