Split NativeAOT thread startup by multithreading support - #135909

Follow the CoreCLR multithreading/single-threading partial pattern. Exclude thread-creation helpers and the bootstrap thread-entry slot when multithreading is disabled, and supply the single-threaded Thread primitives.
