Description

When I add a ScrollView to the project with any elements inside, assigning a TapGestureRecognizer to those elements works as expected. However, when assigning it to the ScrollView and clicking on the background, the Tapped event is not triggered

Steps to Reproduce

  1. Create a File > New .NET MAUI App
  2. Add ScrollView with any content
  3. Add TapGestureRecognizer to ScrollView
  4. Try to invoke OnTapped method by clicking ScrollView background

    I can repro this issue at Android platform on the latest 17.14 Preview 1.1(9.0.40 & 9.0.30).
