What changed in this PR
Adds evergreen Runtime Async guidance to the C# asynchronous programming documentation, making the .NET 11 feature discoverable beyond release notes.
Changes:
- Adds a conceptual article covering configuration, execution behavior, debugging, compilation support, and performance.
- Adds an asynchronous programming TOC entry.
- Links the .NET 11 runtime release summary to the new article.
