Summary

Pin System.Security.Cryptography.Pkcs to 9.0.21, the patched 9.x version for CVE-2026-70162 / GHSA-2fmv-rv2c-59x7.

This uses the repository's existing central transitive-pinning policy to replace the vulnerable 9.0.4 dependency in SecretManager without changing Microsoft.Data.SqlClient or Microsoft.VisualStudio.Services.Client versions.

Work item: AB#13339 (link).

Validation

  • SecretManager restore/build and unit tests: 41 passed, zero failed/skipped (dotnet test src/SecretManager/Microsoft.DncEng.SecretManager.Tests/Microsoft.DncEng.SecretManager.Tests.csproj --configuration Release).
  • Restored transitive package graph and generated secret-manager.deps.json both resolve System.Security.Cryptography.Pkcs/9.0.21.
  • NuGet vulnerability audit of SecretManager, including transitive dependencies: no vulnerable packages reported.
  • Complete diff reviewed; git diff --check passed.

No live secret-management scenario tests or production operations were run. Component Governance clearance must be verified after merge and a fresh scan; this PR does not close the work item.

Pin System.Security.Cryptography.Pkcs to patched 9.0.21 using the existing central transitive-pinning policy. Addresses AB#13339 without changing its parent dependency versions.
