Keep TestInfrastructure and the CdacUsageGraph tool source when importing the runtime cDAC manifest. Continue pruning unrelated tests, tool tests, and tool wrapper files. Leave the pinned snapshot and package wiring unchanged so the normal source-sync workflow can bring these files over separately. Update the cDAC source importer to retain the extra source projects needed for shipping packages internally:
tests/TestInfrastructuretools/CdacUsageGraph/srcAfter this merges, the normal Sync cDAC source workflow can import the extra projects from runtime main. Package wiring remains separate in #6152.
