Publish a new AzureKeyVaultProvider package that references SqlClient 5 #2286

NetFx applications that want to use the current nuget package for AzureKeyVaultProvider and SqlClient 5 have to use a binding redirect to force use of SqlClient 5. However, such a binding redirect isn't technically valid since referencing SqlConnectionStringBuilder.Encrypt with a SqlClient 3-compiled component will fail at runtime. Pushing a new package will allow apps to use the AKV provider and SqlClient 5 with no binding redirect.
