PowerCreateRequest - Fatal error. 0xC0000005 #2757
Description
After upgrading from 0.14.0 to 0.15.0 running benchmarks on github action runners no longer works:

Seems like power cfg change now fails hard instead of just warning that it could not change the power cfg due to lack of permissions.

Seems like issue may only occur on Windows ARM.
