win-arm64 build? #494
Description
Recent versions explicitly specify RIDs, so trying to install it on an ARM64 Windows host leads to:
dotnet tool install seqcli -g
The tool does not support the current architecture or operating system (win-arm64). Supported runtimes: win-x64 linux-x64 linux-musl-x64 osx-x64 linux-arm64 linux-musl-arm64 osx-arm64
Since macOS and Linux ARM64 builds do exist, I imagine much of the grunt work is done.

Thanks @chucker! I think win-arm64 support should be trivial so we should enable it.
