Enable nullkomma's r-non-nix companion, commit managed startup and install files, and document isolated native dependencies and parallel tests. Native installation, source and installed tests pass; awaiting upstream fix for Nix build/profile and parallel-worker interactions before final validation. Pin nullkomma 92c8e4c88ac8d59d20df06c611e51d122efac9e7. Managed Rbuildignore now supplies the existing Git-pointer exclusion without duplicate consumer rules.
