This pull request updates the Apigee target endpoint configuration in api.template.xml. It adds several new endpoints to the routing condition block and removes several endpoints—including /bulk/stats, /v1/place/ranking, /v1/place/related, /v1/recon/entity/resolve, /v1/recon/resolve/coordinate, and /v1/variable/search—from the list of public endpoints, thereby requiring an API key for their access. I have no feedback to provide as there are no review comments.

This PR turns down the following endpoints:
/bulk/stats/v1/bulk/find/entities/v1/bulk/info/place/v1/bulk/info/variable/v1/bulk/info/variable-group/v1/bulk/observation-dates/linked/v1/bulk/observations/point/v1/place/ranking/v1/place/related/v1/recognize/entities/v1/recon/entity/resolve/v1/recon/resolve/coordinate/v1/variable/ancestors/v1/variable/searchThis PR leaves in place endpoints associated with the Sheets API.

This PR will not go in until traffic patterns have been verified (in particular,
v1/bulk/info/variable-groupreceives a significant amount of traffic.
