Sample program:

   print(new DateTime.now().timeZoneOffset);
}

What is the expected output?

What do you see instead?

0:00:00.000000

What version of the product are you using? On what operating system?

Dart VM version: 1.1.3 (Thu Feb 06 00:06:36 2014) on "windows_ia32"

    I haven't been able to reproduce this in either 1.1 or ToT.

    warrensb, where are you located? Is there anything about your windows install that might cause this?

    Yes, this is limited to running dart from a cygwin prompt. See related issue #17031.

    My guess is that you should close one of these two defects.
