From my experience, this is some kind of issue with the order that project config is being applied. Here's a few things to check:
That CKEditor is installed in the environment.
The available CKEditor configurations on the website.
I believe there might be a "Simple" config installed by default that conflicts with custom configurations. I've had some success running the command on the server and committing the changes but that can create a huge mess with project config.
The good news is it looks like since the field is mostly HTML behind the scenes nothing should "break" during the upgrade. I believe that gives us some time to fix it on the server or upload a database that works. Frustrating process though.
Could you please send your local composer.json, composer.lock, and config/project folder, along with the staging database export, to support@craftcms.com, so we can try to reproduce and dig deeper?
