Support terminology service integration #105
Description
Add the ability to configure any number of terminology servers that can be used to provide terminology:
- Use the CRMI Manifest Library endpoint configuration capability to describe terminology services
- Integrate with the existing vocabulary directory approach and use that as a cache, so that only a miss results in a hit to the terminology service lookup
