Updates Rust workspace and template dependencies to newer patch/minor releases, refreshing the lockfiles across the main workspace, docs site, and the CLI project template.

Cargo.lockfiles (workspace + docs site) and the CLICargo.lock.templateto match updated dependency resolution. - Adjust the
