This PR removes the one-time Chef recipe from #76637 that strips uv, its caches and the stale project venv off frontend web servers, which has no work left once every frontend host has converged on #76637. Stacked on #76637; merge only after the hosts have converged.
Validation
No steps were run. The diff deletes one recipe and its include; the cookbook must converge on an adhoc before merge.

Claude Fable 5.1 wrote the change and this description, directed by Stephen Liang, who asked for the cleanup's removal to be stacked on #76637 since the cleanup is temporary. Inputs: INF-2319, PR #76637.
Follow-up work
Deployment notes
Merge only after every frontend web server has converged on #76637, so the cleanup has run everywhere. A host that misses the window keeps an orphaned uv binary and venv, nothing more.
