Drafts run cheap content/configuration checks, then explicitly fail full validation until currently ready. Live PR checks reject closed/draft PRs and stale head/base revisions before builds and before final success. Cancellation applies only to duplicate runs for the same workflow, PR, head and base; different revisions remain isolated. Non-PR verification uses unique keys. Existing tests, trigger/path filters, permissions, status names and deployment behavior are preserved.
Validation: 1,131 regression/event/preservation assertions, including out-of-order events and both demonstrated before-fix failures; actionlint syntax/expressions; pinned Hugo 0.160.1 development/production builds; 12 Python tests; 5,394 internal references with zero errors. Final head

The existing Hugo publishing run https://github.com/cloudartisan/cloudartisan.github.io/actions/runs/37590150139 and Pages deployment https://github.com/cloudartisan/cloudartisan.github.io/actions/runs/37590204223 both succeeded. Published commit5a7aeae1e0f32c4785a19a227eda3f8cae2e5651records that exact source SHA. The live https://cloudartisan.com/ homepage returns HTTP 200 and matches the published index byte-for-byte. No account, repository, permission, protection or deployment settings changed.Savings are from draft build deferral and duplicate-run cancellation. Cross-revision cancellation is deliberately reduced to protect current verification; monthly savings remain unmeasured.
