…e endpoint Regenerates the clients and CLI bindings from the current public API spec so chronoctl can manage notebooks, which were promoted from the unstable API to v1 in monorepo #100601. The sync adds the `notebooks` commands and the v1 Notebook client, plus, for library consumers, the new v1 state monitor-statuses endpoint, `source_system` on the v1 Dashboard, and the unstable state test-notification endpoints. Generated code only; the CHANGELOG has an entry per change, including the generated statev1 enum type rename that is a breaking change for library consumers. Part of the view-only notebooks via Terraform work [sc-197850].

The sync also brings in the new v1 state monitor-statuses endpoint for library consumers and renames the generated statev1 severity enum type, a breaking change the CHANGELOG calls out.
