Summary

While #1093 did reintroduce the cheering anitmation, it currently only plays after the game is won. The goalie doesn't cheer reliably after a goal is made.

Expected behavior

When a goal is made and the robot configured as the goalie is close enough to our goal, it should cheer.

Current behavior

The goalie doesn't cheer. AFAICT, this is because it's at it's home location and therefore the code path that includes cheering doesn't run.

Steps to Reproduce

1. Run a simulation with at least 2 robots (one striker, one goalie)
2. simulate a goal for the goalie (or run a game controller)
3. watch as the goalie doesn't cheer
