Rename renovate.json5 to renovate.jsonc, use double-quoted keys and strings, and add the official Renovate schema for editor support. Preserve all configuration values and the existing GitHub runtime datasource comment.

Validation

• Parsed the original JSON5 and converted JSONC with their respective parsers and confirmed all configuration values, JSONata strings, regex escapes, and comments are unchanged, excluding the added schema metadata.
• Passed renovate-config-validator --strict --no-global renovate.jsonc with Renovate 44.65.5, matching the workflow version.
• Passed renovate-config-validator --strict and confirmed automatic discovery of renovate.jsonc.
• Confirmed the Renovate workflow and global configuration are unchanged and no repository references require updating.
• Passed git diff --check.

Native RE2 was unavailable locally, so the validator used its RegExp fallback.
