README: align header, cards and headings with the ai-rm style - #6

Conversation
Add release v0.4.1 and chart 0.4.2 badges and a maturity line, put the cards under a Highlights heading with plain titles, rename the ai-rm section to "ai-rm integration" (fixes the Korean nav anchor), and document the chart 0.4.2 values (writable /tmp, hostDev, site extension points) in a collapsible block. README.ko.md now carries the third-party license tables instead of pointing to the English file. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Keeps the v0.4.x README content and structure; only aligns presentation with the ai-rm umbrella README.
