Summary
A manually pushed prerelease tag now starts Release Tag qualification, so maintainers can create candidates directly from the command line. Add a concise internal release skill: pick the latest qualified prerelease, review it with the maintainer, and tag that exact commit as stable; create and qualify a prerelease first when none exists.
Release Auto-Tag retains its explicit dispatch because its
GITHUB_TOKENpushes do not trigger another workflow.Related Issue
