Feature request: Icepack cice-scm #475

Use case
Icepack or CICE-SCM (single column model)
Is your feature request related to a problem?
We have a version of cice-scm on the quantile_methods branch, however this does not have the correct author attributions, and development has probably moved ahead since the original work was done.
Describe your preferred solution
- Icepack/cice-scm model mod with latest developments and author attribution
- Icepack observation convertors (I'm not sure whether there are new converters - maybe applicable to CICE and icepack/scm)

@marlee see commit 0932d47 for when the cise-scm model was removed from qceff. You could grab these files and commit them to a new branch from main.

@mjs2369 when you get a chance can you put the path to your icepack test case on Derecho on this issue.

Test cases can be found here: /glade/derecho/scratch/masmith/DART_latest/DART/models/icepack/tests
Information on them can be found in the README file in their respective directories
Note that for these tests, the assimilation is only performed over a single time window and therefore the model is never advanced.
