Proposed changes

Ruled on 2026-09-25: this fork does not merge or rebase onto upstream. base.hash stays fixed, and upstream fixes are ported one commit at a time, each with its own fork.yaml section.

This PR replaces the "Rebasing onto newer upstream" instructions in FORKDIFF.md with that policy. No code changes. The Fork Diff Check is unaffected: FORKDIFF.md is already listed in fork.yaml.

Dependencies

None.

Upstream fixes are ported one commit at a time, each described in its
own fork.yaml section. This replaces the rebase instructions, which no
longer apply.
