Context

packages/kilo-jetbrains/AGENTS.md was 844 lines and loaded in full for every JetBrains plugin task, even when most of its detailed UI, session, architecture, or development guidance was irrelevant. This made the always-on agent context unnecessarily large.

Keep only hard restrictions, reuse references, and the retained Swing component model in always-loaded context. Move detailed guidance into focused, on-demand skills, and make the user-initiated JetBrains release workflow an explicit command.

Implementation

Split the detailed guidance into jetbrains-ui, jetbrains-session, jetbrains-arch, and jetbrains-dev skills. The slim package AGENTS.md now indexes those skills while retaining non-negotiable restrictions and shared-code references.

Convert release-jetbrains from a skill to /release-jetbrains while preserving its helper script paths because CI and CLI pin tooling call them directly. Remove completed release setup/implementation documents and update contributor references.

Manual/local verification

• Agent: ran bun run script/check-md-table-padding.ts; all 372 tracked Markdown files passed.
• Agent: confirmed packages/kilo-jetbrains/AGENTS.md is 89 lines, down from 844.
• Agent: audited every original AGENTS heading against the four new skills; all sections remain represented.
• Agent: confirmed .kilo/skills/release-jetbrains/script/set-pin.ts still exists and script/publish.ts still references that path.
• Push hook: root package typecheck passed for 29 packages.
• Push hook: JetBrains ./gradlew typecheck passed.

Reviewer test steps

1. Read packages/kilo-jetbrains/AGENTS.md and confirm it retains the hard restrictions, shared-code index, component model, and skill/command index.
2. Compare its removed sections with the corresponding jetbrains-ui, jetbrains-session, jetbrains-arch, and jetbrains-dev skills.
