Migration plan unit U-E9-07 (plan).
Related: #15242 (prefer Gateway models in the picker).
Acceptance (from the plan): Sidebar order pr 50, footer 99, usage 150, indexing 225, processes 250, memory 1000; picker groups, BYOK/May train labels; model info panel rules as v1
Depends on: U-E1-06
v1 main is the behavioral reference. Placement is plugin first, then the Kilo host (migration-tracking/plans/v2-host-strategy.md section 5).

Sidebar panels done in #15427 (merged into v2): PR panel, balance and version line, usage panel. Remaining: Code Indexing, background processes and Memory panels. They wait until these features are on v2.
