Support different base directory #64

We're organizing our actions in a single repo and would like to publish them independently.

Currently the build-and-tag-action supports action.yml located in the root dir of the repository only.

I would like to add another input parameter base_dir which can be passed as input and is taken instead tools.workspace when creating the commit tree.
