Describe the bug

When creating a multivariate flag with prevent flag defaults turned on, the control value is not included after creation but the variant value(s) are.

Steps To Reproduce

  1. Turn on prevent flag defaults.
  2. create a multivariate flag with a control value and variant(s) value(s)
  3. Observe that the control value is cleared but the variant(s) value(s) are not.

Expected behavior

Not entirely sure.

    Suggested approach here would be to persist the flag value to all environments if the feature being created is a multivariate feature (i.e. ignore prevent_flag_defaults if Feature.type == "MULTIVARIATE")
