Reconsider combined build

Looking through the CMake there is a lot of special casing based on the split and combined builds, and lots of additional testing.

Does the combined build have any real utility today? The original reason to have it, which was that Basix is hard to install for regular users from source, no longer exists with binary wheels available on every conceivable platform (even Windows ARM!).
