Add support for public EC JWK objects in server identity cpk claims, alongside base64 DER SubjectPublicKeyInfo strings.

Support P-256, P-384 and P-521 keys through the existing identity verification path. The signer continues to emit DER by default, and equivalent DER and JWK keys produce the same pin digest.

Validation:

  • Full test suite: 168 passed on Python 3.11.
  • Project Ruff checks passed.
  • Regression coverage includes all three curves, DER/JWK identity verification, malformed keys, coordinate encoding and signature rejection.
  • JWK decoding and identity roundtrip tests fail against the upstream implementation; the DER roundtrip still passes.

These checks use generated signed assertions. Live-server interoperability has not been tested.

Add support for public P-256, P-384 and P-521 JWK objects in cpk claims alongside base64 DER keys. Preserve the default DER signer output and DER-based key digest.
