Adds an "Automatic Channel Opening" section to the node liquidity modal: enable toggle, mode (Recommendation/Auto), funding wallet, budget, refresh interval, min/max channel size and cost-to-earn ratio.
The funding wallet and a budget above 0 are required, since the job skips nodes that don't have them; min/max sizes are validated against each other and against MINIMUM_CHANNEL_CAPACITY_SATS.
Optional fields left at 0 are saved as null, so the algorithm uses its defaults (30-day refresh, 0.5 cost-to-earn ratio, no size limits).
The dry-run toggle and its warnings now cover channel-open promotions too, and a banner shows when AUTO_CHANNEL_OPEN_ENABLED is off on the server.
