Bumps the php 8.2 base image to PHP 8.2.35, today's PHP security release, which fixes CVE-2026-109618 and CVE-2026-109619.
Local smoke pending: pecl.php.net returned HTTP 500 for memcached/timezonedb during the build; will re-run once pecl is healthy.
