Overview
Adds an Icon framework service that wires the WordPress 7.1+ Icon block to theme SVGs: it registers General (beapi-sprite) and Social (beapi-social) collections by scanning dist/images/{sprite|social} or src/img/icons/{sprite|social}, with bff_icon_collections, bff_icon_label, and bff_icon_properties filters for customization. By default it also unregisters the core icon collection after core registers it (bff_unregister_core_icon_collection can opt out).

The block editor is updated by removing core/icon from the disallowed-blocks list, so editors can use the Icon block with the theme collections instead of it staying hidden.
