Research and determine features required for api promotion

Research how customers promote apis from environment to environment (i.e. dev -> stage -> prod)
Determine features needed to support each method
As needed, create issues to implement needed features
Document each scenario and necessary commands to complete.

Closing since we haven't had any customer requests for this one. We can reopen later if customers ask for it.
