feat(integrations): add Oracle Fusion Project Management

Summary

• Add 53 Oracle Fusion Cloud Project Management tools covering projects/status history, plans, tasks/milestones, deliverables/associations, staffing/resources, costs, budgets, and project-contract invoices.
• Add nine credential-bound unified selectors and a complete workflow block using the existing Oracle/NetSuite icon.
• Reuse the Fusion foundation's service-account credentials, fixed-version FSCM client, safe errors, collection parsing, opaque keys, and exact-integer serialization. No new routes or shared transport/authentication behavior.
• Add focused block, declaration, dispatcher, operation, and selector tests, plus the required registrations and generated documentation.

Stacked on #7427. Base: feat/oracle-fusion-foundation at 29d3eeedfdbb9245fcc5aba8a3304b2d3e0d6bd0. The investigation branch was rebased from 23032c26b3f42a5508f1e8dad3bc2f190dbd7a93. No foundation changes are included.

• GitHub-only validation: lint, repository audits, workspace type checks, all test shards, and production build, candidate 47f2a74418e731a94906d246c69cd4563fd47729.
• Accepted by an independent validate-integration reviewer, including validate-selector, memory-load-check, and the combined foundation execution paths.
• No local tests, lint, type checks, builds, or audits were run. Only the necessary generators ran locally.
• Fixtures are synthetic and follow verified official Oracle 26C REST contracts; no live tenant validation is claimed.

Boundaries and limitations

• Project workflows only: no general Financials ledger/AP/AR, HCM worker administration, Procurement purchasing, attachments, webhooks, or arbitrary Oracle request/action tool.
• Plan reads use projectPlanDetails; task management uses projectPlans and requires the appropriate management privileges.
• Tenant roles, enabled modules/features, status rules, organization classifications, financial plan types, resource breakdown structures, and financial calendars determine availability.
• Budget creation is synchronous (N). Deferred creation (Y) is rejected because its returned-version contract is not verified. Invoice lifecycle transitions are a fixed seven-action selection, with action-specific inputs.
• The only approved-tree addition is one registration row in apps/sim/lib/integrations/credential-display.test.ts, required by its exhaustive provider inventory and following the existing NetSuite/Snowflake pattern. No shared behavior or foundation fix was needed.
