Support Kotlin 2.3.20

Description of the issue
Kotlin 2.3.20 was released on 2026-03-16: http://github.com/JetBrains/kotlin/releases/tag/v2.3.20

CodeQL does not support Kotlin 2.3.20 yet, due to small changes in the Kotlin compiler plugin api.

Disable java-kotlin CodeQL analysis until Kotlin 2.3.20 is supported

Use linked CodeQL CLI for Kotlin 2.3.x support (#197)

Pin Kotlin to 2.3.10 and re-enable CodeQL java-kotlin analysis

👋 @hfhbd we're aware of this problem, and are working on it internally. This will unfortunately not be solved by any release before Easter (the next release window is roughly around the 9th of April). I'll try to get a confirmation we'll get this done by then.

I merged the required changes today, so this will be fixed in the next 2.25.2 release, estimated at the end of next week (9th of April at the earliest).

Caused by: foo.bar$KotlinVersionTooRecentError: Kotlin version 2.3.20 is too recent. 
CodeQL currently supports versions below 2.3.20

The codeql-action update was released: http://github.com/github/codeql-action/releases/tag/v4.35.2

You have to use tools: linked to use the bundled 2.25.2 codeql version that supports Kotlin 2.3.20.

I just tried today with tools: linked but its still using 2.25.1 and not 2.25.2.
