getSupportedExtensions is incorrect when an addon uses e-c-typescript < 4 #401

When an addon is using ember-cli-typescript before 4.0, ember-cli-typescript pushes ts into the addon's options.ember-cli-babel.extensions. But the new getSupportedExtensions doesn't look at that value and returns only ['js'].
