The OpenAI plugin directory reads the portable Agent Plugins 1.0.0 manifest at the plugin root, with listing metadata nested under extensions["com.openai"]. ECC only shipped the .codex-plugin/plugin.json overlay, which the spec treats as a compatibility fallback for legacy packages, and whose top-level interface key is not valid in the portable format. Add plugin.json at the repository root carrying the same identity, skills, and MCP paths, with the OpenAI interface block under extensions["com.openai"]. Keep the .codex-plugin overlay, since the release surface, npm files list, and harness compliance checks still resolve it; the manifests are now pinned in sync by test. Point the directory policy URLs at ECC-owned pages instead of GitHub's own privacy statement and terms, which listing review rejects as not belonging to the publisher. These pages ship separately on ecc.tools and must be live before the listing is submitted. Refs ECC-063

The portable manifest advertises 292 ECC skills, while the root Codex overlay advertises 281 and the legacy overlay advertises 249. Clients reading different supported manifests will display conflicting product information for the same release. This is non-blocking, but it creates avoidable confusion; use one canonical total and compare shortDescription in the presentation synchronization assertion to prevent future drift.
Knowledge Base Used: Plugin packaging and Aura integration
Artifacts
- Node source executed to parse the three plugin manifests and check whether the current presentation-sync test includes shortDescription, showing the exact validation logic.
- Captured output from the focused Node validation reports advertised counts of 292, 281, and 249 and confirms the current test does not guard shortDescription, demonstrating inconsistent listing information.

Synchronize the advertised skill count.
The root manifest and skills/ inventory show 292 skills. The Codex overlay and README say 281. Update both to 292, and include shortDescription in the manifest consistency assertion.

Adding to the existing review rather than repeating it: The manifest-sync risk is structural: |

Thank you for working on portable plugin directory metadata and ECC-owned policy links. Keeping the directory presentation coherent across native overlays is a useful goal. The root manifest at Please use the specification's discovery/extension contract, validate the complete root manifest against the published schema, and prove that a native consumer finds the intended skills and MCP configuration. Generate shared presentation/version fields from one source and wire the root manifest into the release version update so it stays aligned with the overlays. The source still describes 2.2.2 and conflicts with current main; refresh that focused manifest slice before directory submission. I am keeping this open for the revision. |
Why
ECC is being submitted to the OpenAI/Codex universal plugin directory (ECC-063). That directory reads the portable Agent Plugins 1.0.0 manifest at the plugin root, with listing metadata nested under
extensions["com.openai"].ECC only shipped
.codex-plugin/plugin.json. Per OpenAI's packaging docs, that path is a compatibility fallback for legacy packages, and its top-levelinterfacekey is not valid in the portable format. What changed
plugin.jsonat the repo root carrying ECC's identity, skills, andmcpServerspaths, with the OpenAI listing block underextensions["com.openai"].interface..codex-plugin/overlay kept. The release surface, npmfileslist, and harness compliance checks all still resolve it. Removing it is a separate cleanup, not a prerequisite for the listing.privacyPolicyURLandtermsOfServiceURLat GitHub's own privacy statement and terms of service. Listing review rejects policy URLs that do not belong to the publisher. They now point at the livehttps://ecc.tools/privacyandhttps://ecc.tools/terms.tests/plugin-manifest.test.jspin the schema, the identity match againstpackage.json, resolvable string paths, theextensions["com.openai"]nesting (and that a top-levelinterfacenever comes back), and sync between the root manifest and both overlays.Follow-up, not blocking
ecc.tools/privacyandecc.tools/termsare written for the ECC GitHub App. The locally-installed plugin has a different data profile: it runs on the user's machine and sends nothing to ECC. Worth adding a short plugin-scope section to both pages before the listing goes out, so a reviewer reading them sees the surface they are approving. Tracked separately.Testing
tests/scripts/codex-hooks.test.jswas not run: it needs@iarna/toml, which is not installed in this worktree. It is untouched by this change.Out of scope
