Distinct repository-relative files that share a suffix are treated as the same working-set file. An advisory for packages/a/src/index.js makes an edit to src/index.js return pause, so the hook blocks a disjoint edit and can unnecessarily stop work on unrelated packages.
Artifacts
- This executable invokes the actual decision function and pre-edit hook for a disjoint baseline and the suffix-collision case, proving the hook-level outcome.
- The baseline run with `packages/a/src/other.js` versus `src/index.js` returned `wait`, remained unblocked, and the hook exited 0, showing the comparison condition.
- The affected run with `packages/a/src/index.js` versus `src/index.js` returned `pause`, marked the edit blocked, and the real hook exited 2, confirming the false overlap.

A future-dated resolution advisory is considered fresh because its negative age satisfies the maximum-age check. An overlapping edit therefore returns pause until the future timestamp is reached, allowing malformed feed data or clock skew to block the file far longer than the configured advisory lifetime.
Artifacts
- The authored Node script imports the actual TCAS module and asserts the freshness and decision outcomes for otherwise identical stale and future resolution advisories, demonstrating the focused execution path.
- The stale-advisory execution captured `isFresh: false`, `maneuver: allow`, and `blocked: false`, establishing the expired-event baseline.
- The future-advisory execution captured a +86,400,000 ms timestamp as fresh and returned `maneuver: pause` with `blocked: true`, confirming the defect.
- The repository's TCAS test file was executed and all five existing tests passed, showing current coverage does not reject future timestamps.

If the hook is enabled with a non-loopback events or view URL, it passes that URL directly to http.get and contacts the configured remote or internal endpoint. This violates the repository directive to treat URLs as untrusted and the documented loopback-only network boundary, enabling SSRF from the hook process.
How this was verified: A controlled server on non-loopback 169.254.0.21 received both configured requests and its event response was consumed.
Rule Used: Treat CLI inputs, URLs, file paths, and subprocess arguments as untrusted. Flag RCE, SSRF, path traversal, unsafe shell usage, and missing regression tests. (source)
Artifacts
- The authored Node.js harness binds a controlled server to the host's non-loopback IPv4 address and calls `readEvents` with both configurable URLs, demonstrating the exact endpoint path under test.
- The authored shell command captures the parent-revision availability check and the focused runtime reproduction output, showing the two comparable verification phases.
- The executed `git cat-file` command reports that `scripts/lib/control-pane/tcas.js` does not exist in `HEAD^` with exit code 128, so no pre-PR endpoint implementation was available to run.
- The executed Node.js reproduction reports two received GET requests at non-loopback `169.254.0.21`, each HTTP 200 OK, and shows `readEvents` returned the controlled event, confirming the boundary bypass.

ECC_TCAS_EVENTS_FILE is passed directly to the file reader, including absolute paths and repository-local symlinks targeting files outside the intended advisory-feed location. The hook can therefore read and act on advisory JSON from an inherited environment path outside its trusted location. This violates the repository directive to treat file paths as untrusted; the repository requirement must be satisfied before merging.

Artifacts
- This authored Node script creates an external advisory JSON fixture and invokes the actual TCAS `readEvents` function with direct and symlink paths, showing the configured path is trusted.
- This captured command output runs the focused script with an external absolute fixture path and shows `external-advisory` was returned with exit code 0, proving no path confinement.
- This captured command output runs the focused script through a repository-local symlink to an external fixture and shows `external-advisory` was returned with exit code 0, proving symlink escapes are accepted.

Keep TCAS within its documented 200 ms budget.
readEvents() awaits two sequential fetchJson() calls. Each call can wait 120 ms before resolving on timeout, so slow requests can consume about 240 ms before the hook returns. Use one shared deadline below 200 ms for both fetches while preserving fail-open behavior.

Bound future advisory timestamps with documented clock skew. isFresh only checks the maximum age, so an arbitrarily future at value remains fresh. A matching resolution advisory can repeatedly return pause for overlapping edits. The hook is opt-in, fails open on errors, and pause blocks only one tool call, so this is a minor availability issue rather than a major issue. The documentation defines no clock-skew tolerance. Use an explicit, documented MAX_CLOCK_SKEW_MS allowance instead of requiring zero skew, and add a future-timestamp test. Users can also disable the opt-in hook or edit a disjoint file.

Keep tool and file in missing-session decisions.
When session_id is absent, decide returns without tool or file. appendDecision then persists unknown and '' instead of the values supplied by the input.

Preserve advisory-source errors until main.
readJsonFile converts file and JSON errors to null, and readEvents converts that value to []. fetchJson does the same for non-200 responses, timeouts, request errors, and parse errors. Missing response fields also become empty collections. The hook therefore allows the tool call without emitting advisory feed unavailable.
Keep the documented fail-open exit code, but validate the expected shapes and propagate a contextual failure, or equivalent status, to main so it emits the diagnostic. This follows the repository convention to validate external data, handle errors explicitly, and never silently swallow errors.

Remove the duplicate tool property from both payload definitions. PAYLOAD_TYPES declares tool twice. The enforced js.configs.recommended rules include no-dupe-keys, so npm run lint reports the JavaScript duplicate. The schema also declares tool twice. In scripts/lib/control-pane/tcas.js, workingSetIncludes matches symmetrically: the clause normalized.endsWith('/' + candidate) lets a working-set entry lib/tcas.js match tests/lib/tcas.js. Any two files sharing basename plus immediate parent collide, so an advisory turns into a spurious steer on an unrelated file. Dropping that branch closes it: const hit = candidate === normalized || candidate.endsWith('/' + normalized); Separately, the new PreToolUse entry ships timeout 1 while the bootstrap walks ~/.claude/plugins to resolve ECC_ROOT — a cold start can eat that budget. Happy to open a PR with working code if useful. |

Thank you for keeping the TCAS hook opt-in and for separating a pause from advisory manoeuvres. The useful direction is a scoped warning before two agents edit the same resource.
The current head needs a focused safety pass:
- Bind overlap to one repository and exact path. workingSetIncludes matches both suffix directions, so lib/tcas.js also pauses an Edit of tests/lib/tcas.js. I reproduced that with the actual decision module. Resolve both paths against a positively identified repository/worktree and compare canonical keys; add unrelated-basename, relative/absolute, and cross-repository cases. A heuristic advisory must not become another ownership authority.
- Reject future and superseded observations. isFresh accepts a timestamp one day in the future, and decide consumes the first applicable event without a source revision or supersession check. I reproduced a pause from that future event. Validate the observation envelope, require 0 <= age <= the bounded TTL, select the current event, and leave incomparable/stale/future state advisory or unknown. Include newer-clear-after-older-steer and task/base mismatch fixtures.
- Bound the feed and avoid default per-edit startup cost. The optional hook is still registered in standard/strict installs, while stdin, HTTP response bodies, event arrays and file reads have no size bounds. Put registration behind the explicit capability selection, cap input/feed work, and exercise disabled, unavailable, oversized and enabled paths through the installed hook. Active steering should consume the canonical task/capsule authority rather than a caller-supplied event granting a pause.
Please retain the passive receipt work as a separate foundation. The active hook remains open for this bounded, authority-aware revision.
Implements the bounded TCAS pre-edit hook slice (b).
Validation: targeted TCAS tests pass; hook validator passes; full npm test reaches 4656 passed / 14 failed in existing suites (see local run output).
