setup-util-node: fix upgrades failing

uncovered bug from 2023 c1ba02b

which was unearthed by 06c1885

as EVAL_UPGRADE was never being called before, and now that it is called, the missing function got called

the solution is to just do what was intended is to have upgrade and install behave the same for it
