Subject: [PATCH] fix(ci): tarball smoke runs migrate sandbox

Since 0.44.0, plain `apso migrate` is the guided flow and needs a deployed
baseline, so the release's tarball smoke failed and skipped the GitHub release
tarballs and the Homebrew formula for 0.44.0 and 0.45.0.
